Saving a track for personal, offline listening sits in roughly the same space as recording a song off the radio: broadly tolerated, rarely enforced against individuals, and not the same thing as redistributing it. Reposting, reselling, or using a downloaded track commercially (in a YouTube video, a paid product, a public DJ set you're charging for) is a different matter, and depends entirely on the rights the original artist or label has granted. If you're not sure, the safest move is to message the artist directly through SoundCloud. Most independent artists are happy to give permission for personal or non-commercial use; it's the commercial reuse that needs an actual agreement.
